Understanding Fremont’s Open Book of Assessment Roll on Monday, September 22

The Village of Fremont will hold its Open Book session on Monday, September 22, 2025, from 10:00 a.m. to 1:00 p.m. at the Fremont Village Hall, 317 Wolf River Drive. This is the public’s opportunity to review the new 2025 property assessments and ask questions directly with the assessor.

Why Are Assessments Changing?
The Department of Revenue requires municipalities to update assessments periodically to keep values in line with the real estate market. Fremont’s last full revaluation was in 2012, and since then property values in the area have risen sharply—over 20% a year in recent times.
It’s important to note that an increase in assessed value does not automatically mean higher taxes. Tax rates are set later in the year by the village, county, schools, and other taxing districts. As values rise, tax rates typically adjust downward to balance out the levy.
What Will You See on Your Notice?
Each assessment notice includes:
Land value (the value of your lot or acreage)
Improvement value (the value of buildings and structures on the property)
Assessments reflect current market trends, not physical changes to your property, unless improvements were recently made.
What Happens at Fremont's Open Book?
At Fremont's Open Book, residents may:
Review their property’s new value
Ask how the assessor determined the figure
Provide evidence if they feel their assessment is inaccurate (such as recent appraisals or comparable sales)
The assessor will not discuss future tax bills, since those won’t be finalized until late fall.
Next Steps if You Disagree
If you still believe your property is over-assessed after Open Book, you can file a written objection and appear before the Board of Review, scheduled for Tuesday, September 30, 2025, from 5:00 to 7:00 p.m. Objection forms must be filed at least 48 hours in advance with the Village Clerk.
